The Himachal Pradesh government confirmed the following guidelines for the first phase of the unlock procedure. The intention behind relaxing the lockdown procedure is to revive the economy of the state and help the business community to earn their livelihood. Due to the lockdown since March 25 many small and medium-sized businesses were on the verge of bankruptcy.

The following are the detailed guidelines for easing of the lockdown procedure and list of some rules that are already in place.

1. The lockdown in the state of Himachal Pradesh is still until June 30th. The containment zones where the risk of infection is high will follow the strict social distancing rules and the movement of the people will be controlled.

2. The relaxations that were announced for the first phase of unlocking permitted the movement of state-owned and private buses. These buses are allowed from 7 am until 7 pm with the maximum passenger capacity of 60%. Also, the use of air-conditioning inside the bus is prohibited.

3. The Inter-State bus transport is also allowed where the strict social distancing and sanitization policy will be followed.

4. The curfew of the cities has also been relaxed permitting the movement of private vehicles and people from 6 am until 8 pm.

5. Temples and other places of worship have been opened for the public. Every temple has been given an SOP (Standard Operating Procedure) which contains the safety guidelines related to social distancing & sanitization. Temples have been told to follow these protocols strictly to maintain the safety of people.

6. Restaurants are allowed to open with a maximum occupancy of 60%.

7. Hotels have been told by the government to open. However, all hotel owners in the state have collectively decided not to open up. This was because of the undue stress that policies had put on the hotel staff. One of the policies the government announced said that the tourists staying in the hotel will be confined within the hotel. This enraged the hotel owners in Himachal for which they protested and decided not to open their facilities at all.

8. All schools will remain closed till June 15. However, it is expected that the date might extend further as the number of cases in Himachal is rising drastically.

9. People entering the Himachal borders from ‘Red Zone’ areas will be institutionally quarantined. And people from all other areas will be ‘Home-Quarantined’.

New updates will be announced by the government after the June 30th. All the risks will be assessed after reviewing the results from the first phase of the unlocking.
